Photoshop: Impossible to install without internet connection

I just finished a conversation with Adobe support and was informed that my problem was not possible to solve. My problem is that I need to install Photoshop and Illustrator on a computer without internet connection. It seems that I need to have internet to be able to activate the installation, but that is impossible in my secret and closed environment. So as a future improvement i wish that Adobe could provide a way to activate without internet.

It's not just the activation. The current Photoshop CC (assuming that is the one you want to install) needs to check at least once a month that you are still paying for your subscription (or once every three months if you pay per year) so there is no way Photoshop CC can run on a machine that is never connected to the internet.

how can you download the apps to install if you don't have an internet connect?

I thought I heard that Adobe had some pathway for people who can't use the internet, but it has to be privately set up (and was a corporate thing, not for private licenses)—but I heard that back when subscriptions were brand new and don't know whether that was verified or not. It's not something I could imagine being able to use the normal channels for, though, if there is something.
