This issue should be fixed in the Photoshop CC 2018 (19.1.4) release which is now available.

Please update Photoshop CC 2018 via the Creative Cloud desktop app and let us know how it goes for you!

Can you provide a screenshot of what you're seeing?

There was plan to fix it for 19.1.3, however occured in 19.1.1. Now it's not sure that will be for 19.1.4, as it's addressed to future update. If you want to get to know more about this problem (however I'm sure you know everything already), you may click first of three links you find at bottom of this topic. It'll take you to already created some time ago by me dedicated for this bug topic:

Howdy Dennis,

Okay, I tried this in 19.1.2 on both Mac and Windows, but I'm not seeing any issues.  Which workspace are you using?  Do you see this with all files?  What specific process are you using to open these files (File > Open, recent files, etc)?

I'd like to write up a bug for you, but need to be able to reproduce the problem, first.  What else can you tell me about your setup?

Thanks,
David

Many users got this problem, so I thought everyone, but then I talked to christoph pfaffenbichler a while ago and he can't reproduce it with all details I provided with, even the simplest scenario you find in a topic I sent denniscaleroart to.

I am able to reproduce. I will log a bug for the engineers to investigate.

I believe Hannah Nicollet logged this bug already a month ago as she was looking for a cause of this behaviour on regular Adobe Ps forum in up to ten topics they were created during few days over there before my report. Noone could say what's causing it, but then in a topic (you have link to at bottom ) I shared my research. It seems she got to know from that theard undocked location of Tools Bar affects small sizing and wrong position of beeing opened / created documents. Right after that topic got  'In Progress' status.

btw I've been answered by you too 3 weeks ago over there, but maybe this thing had no enough focus yet, so good that issue will be refreshed :)

Ps. the title of that topic may enter into mistake, but it's caused by the same bug. The only one difference is Tools Bar beside beeing relocated is put quite low in range of workspace.

Yep. These issues are related. Should get fixed for the next update. They just missed the cut-off for 19.1.3.

Looks like this bug is logged under PS-13866.

Thanks,

Yes it's ID of that log. I got this information yestarday asking Hannah Nicollet in the other theard. Perhpas she considered that might be confidential as I got answer by E-mail message.

Now I'm curcious, how you could find this bug ID if that's not posted by her but directly logged?

When we log bugs based on customer reports from GetSat, we put a link to the bug in the report and tag the GetSat page with the bug number using a private tag.  At least, we're supposed to do that -- once in a while a bug gets logged without these steps, but in the majority of cases, this info is captured.

Have a good one,
David

Possibly you didn't understand me or I can't read properly your answer ;) Actually I meant how somone beeing in prerelease program may check log / bug ID that previously wasn't posted on prerelease forum (so not this one), but logged by other member - what makes all info about can not be cheched on that forum. I'm aksing about as I see you got it somehow, but I tried and could not find it anywhere. If it is something we should not talk here about, please email me. Thank You.
