Photoshop: I have PSD file with 1.64 GB I want to save it into JPEG format, is the resolution will change?

I am not exactly sure what you are asking. What I can tell you is that if you don't resize the image, the resolution will be the same as your PSD file.

But in general, when you save to JPG, the image will be compressed. So yeah, the image quality will degrade when you save as JPG as the nature of JPG tries to optimize the image for size in KB of the final file. But the resolution will be the same.

Alex is right. It will also depend on how you "save" your JPEG. If you're going through Save As then you'll be able to keep the same resolution. If you are using Export, or Save For Web, you may see different results.

The resolution should remain the same. 
What will occur is the layers will be flatten and exported as an single layer/image, thus compressing to the JPEG format. 
The significant file size change does not mean resolution will change.
