Photoshop: How do perform unrestricted cropping?

I have searched Google and this forum, but I cannot find the setting or technique that allows me to crop an image with without any aspect ratio restrictions. In Elements there is an option to do just that. That is what I want to do in CC. I want to move any edge of the photo without affecting any other edge. Hitting Reset does not help.

This has to be simple, so I must be missing something.

Tap clear, next to the aspect ratio:

Hi Don , just click 'clear' where the aspect ratio is, on crop tool bar. That will clear the way for you to use the crop tool unrestricted.

That does not work for me. I am using Photoshop CC 2019. I have attached a video to show what happens.

Click on the little setting gear thingy at the top and make sure 'use classic mode' is unselected

That was it. I thought I had tried that, but apparently not. Thanks so much!
