Photoshop: How do I patch a small selection to a bigger area?

Is their any way to patch a small selection to a bigger area?I have this problem quite often, it’s hard to explain so I’ll give a scenario. Say I’m using the patch tool on a large area in the middle of a billboard, but when I drag the selection to patch it out, the rest of the billboard is too small.
