Photoshop: Holding Shift while dragging a guide no longer snaps to ruler ticks
Photoshop 19.1.3 on Mac OS 10.12.6
Holding shift while dragging a ruler guide no longer snaps to ruler ticks when snapping is off (the shift key was an handy override).

So, I tried 19.1, 18, and 15, but nowhere am I seeing the behavior that you're describing. So I checked with a couple of other people and they aren't familiar with this either.
Going to the doc, I see what you mean, but perhaps there's a better clarification with the last bullet point under "Move a Guide":
I don't believe this has worked as you're expecting.

In the link I referenced: do you see this text under "Place a Guide"?
"Hold down Shift and drag from the horizontal or vertical ruler to create a guide that snaps to the ruler ticks. The pointer changes to a double-headed arrow when you drag a guide."
This is the behavior I was expecting, but not seeing when shift is held down and snapping is off. I may be that I always had snapping on.
