Photoshop: Eye dropper doesn't sample outside document window

In previous versions you used to be able to sample colors outside of PS. In the latest release this feature is broken.

In my case it is n't. Open a image first. Start with the eyedropper tool on the image and drag the mouse outside Photoshop. Windows 8.1 Adobe Photoshop Version: 19.1.3 20180323.r.293 2018/03/23: 1163761  x64

Howdy John,

I believe this changed when we added the HUD to the color picker.  It also better respects standard software conventions.  As above, activate the Eye-Dropper tool, click within the PS window so the color HUD appears, now drag outside the PS window.  There you go.
