Photoshop : Export As unexpectedly cropped image area

Using the Export As command with some of my files, the image area gets cropped. The amount of the cropping is consistent whenever exporting the same file, but varies between files. It appears to be related to the size of a layer that extends outside the image area.

Using the legacy Save for Web, this problem doesn't happen.

Default behavior for Export-As and Quick Export to Png is to crop any pixels outside of the canvas or artboard...
Is it consistent with that or is it cropping differently from where it goes outside of the canvas?

I have a banner ad that is defined as 300x50, with multiple layers and a background layer that fills the image area, and the Export As window defines the image area as 300x49. When I merged one folder of layers, the Export As then calculated the image area as 300x43! Because the background layer was visible and the file dimensions were still set to 300x50, the export should have set it to 300x50 as well. Flattening the file, the Export As window correctly set the image area to 300x50.
I had seen this in PSD CC 2015. Today I tried it in CC 2017 with the same behavior. I haven't seen this in all my PSDs, which is why I believe it's a result of how large a layer's art is.

Not surprising. Export As is very buggy and unfinished... consider it beta.
