Photoshop: Disable guide creation

I frequently retouch at 100% and am constantly creating a guide by being one pixel off with a brushstroke. There is no way to disable guide creation but I'd REALLY like to have it on a toggle. I use guides at specific times.

Setting Show Guides to off (Cmd-;) has a bug; it only stays set if there is at least one guide in the document. If you clear guides, it silently resets to on. This means I can't just turn guide display off and then clear any accidental guides later.

Maybe you could hide ruler? And lock guides?

I already know about hiding the rulers, but I want to show those. Lock guides doesn't stop creation of new ones.
