Photoshop CS6: Transform tries to "snap" to something eventhough snap is turned off when im zoomed out

Even though I have Snap turned off, Transforming still wants to snap to something or its not transforming smoothly. It skips /snaps to something . It also depends on how far back im zoomed out.... The more zoomed out i am the more the transform isnt smooth/ trying to snap. If i zoom in really close the transform is smooth. I need to be able to free transform from a distance smoothly without any snap. It wasn't like this in cs4 before upgrading to cs6

Preferences-General and uncheck Snap Transforms to Pixel Grid

Actually Problem not fixed/ or solved. I thought it was working but Transforming paths still try to snap to something even though snap is turned off and I also turned off snap transforms to pixel grid under the preferences.

Anyone have any ideas? kinda frustrating not being able to free transform paths.
