Photoshop: "Could not load keyboard shortcuts because of a program error"

After updating to 2018 I'm getting this error every time I try and shortcut to "Select and Mask." I've deleted the workspaces and keyboard shortcuts, overwritten them with previous backups. I've deleted all workspaces and relaunched using default workspaces and shortcuts with no luck.
The shortcut for this action is the default shortcut, I haven't modified it. I've modified the shortcut to see if that would help, but same error. 

When I delete the shortcuts folder and workspace folder and reset everything to default and restart, I get another error:

"Could not apply workspace because of a program error"

So far, this is only when pressing command+option+R while a selection is active with a raster layer selected.

Any help would be appreciated.
