Photoshop: Converting Pen Path to "Add to Selection" or "Subtract from Selection" deletes current selection

I'm trying to guess at some of your steps here, but if you use the Pen tool to create a path, then convert that path to a selection, and now want to add to that selection still using the Pen tool, draw the path and then press and hold the Shift key when you click on the "marching ants" icon (Load Path as Selection) at the bottom middle of the Paths panel. It will automatically add to the selection.

To Subtract from the selection, you can draw the path, but now hold down the Option/Alt key and click on that Load Path as Selection Icon in the Paths panel, which will then pop up the dialog letting you agree to subtract from the original selection. It's only if you click on it with Shift held down that it will add without any dialog popping up.

Or click on "Selection . . . after Make: in the Options bar, and the dialog will pop up that lets you choose what to do with the selection you are about to make.

To add a little to what Christen wrote. If you click Make: Selection, you will find a drop-down. This controls the type of selection the pen will do (with NO keys held down). The default is NEW Selection. That is why you get a new selection! You must either use the keys as described by Cristen or if not using the keys then click on MAKE. 

Draw a path over the selection to be substracted, then click MAKE: Selection and click on the Subtract radio button, then click OK.

Thank you both for the responses.  I've always used the "Make Selection" dialog box but never experienced this issue. I've walked through the steps again...
- Draw a Pen Path
- Convert Pen Path into New Selection
- Draw a New Pen Path that I want to add/subtract from the current selection
- Open "Make Selection" dialog box (I right click with the pen tool and select "Make Selection")
- Check either "Add to Selection" or "Subtract from Selection"....Click "Ok"
- For me...the selection is not Added/Subtracted, it seems to select the difference
(I've also ensured, Caps-lock was not on)

I've never had issues with this workflow before. Can either of you attempt this on your machine? 
I'm using Photoshop Version 19.1.5

If you both don't have issues, It must be localized issue on my PC.

I have tried various paths and options. I am unable to recreate what you have seen. One thought is that some option / preference is set that changes how the tool behaves. If there I a way to reset the options for this tool, that might be worth a try. I don't know how to do that.
