Photoshop CC title bar is always the same colour

The Photoshop CC title bar is always the same colour whether Photoshop has focus or not. Windows Version 1803 (OS Build 17134.48), Photoshop CC 19.1.4.

I ticked this box in Settings, Colors, so that I could more easily tell the difference between focused and unfocused windows.




And here's Notepad without focus.

Here's Photoshop, with and without - or maybe it's without and with, I'm not sure. Anyway, it doesn't really matter, because they're both the same.



Firefox does the same menu-bar-in-the-title-bar thing, but manages to add the colour in, so clearly it's possible!
