Which version are you using?
Which OS version?
Does your system meet the minimum requirements for using 3D in Photoshop?
Are you referring to the 3D palette, or the 3D menu?

So the 3D menu is mostly grayed out?
That means that something about your document or system does not allow the use of the 3D features.

Is your document in RGB mode?
Do you have GPU drawing enabled in Photoshop's preferences?
Does your video card have at least 512 Meg of VRAM?

Look at your Operating System's information about your video card. It will tell you how much VRAM you have. On this computer with my OS I find it under About This Mac on the Displays tab. Hope this helps you get an idea where to look for it on your OS.

The Creative Cloud subscription currently has 3 versions of Photoshop available.
Check Help -> System Info to see the exact version number you are using.
