Photoshop CC 22.1.1: Hand Tool delay

I am having an issue when using the Hand Tool: panning the image won't occur live and the panning will update after releasing the Hand Tool or when using the Hand Tool in small increments.

Same problem occurs when using the document scroll bars.

I do not have this issue when panning an image using the Navigator Window or when panning an image using the touch screen.

I do not have this issue when using an older version of Photoshop (CC 20.0.10)

Mac or Windows? Which version? I can't reproduce this on my Macs running Catalina and Big Sur.

No, this is strictly while using only the hand tool. (Though this is a nifty feature I was unaware of).

@Manuel Guevara Can you let me know what your Preferences > Performance looks like including Advanced Settings...

What GPU card do you have and are the drivers up-to-date?

Do you have gaming hardware/software in use?  If so, can you check your mouse polling rate in that software; if it is set to a high polling rate, try reducing it (to around 120-125 Hz) and see if that resolves the issue.

Photoshop is using 11799 MB of Ram

Graphics Processor:

GeForce GTX 1070/PCIe/SSE2

Use Graphics Processor option is checked.

Avanced settings:

Drawing mode: Advanced
Use Graphics Processor to Accelerate Computation (checked)

Anti-alias Guides and Paths (checked)

Use OpenCL (unchecked)

30 Bit Display (unchecked)

Use native operating System GPU acceleration (unchecked)

History States: 18

Cache Levels: 6

Cache Tile Size: 1024k

GPU drivers are up-to-date.

I have changed the mouse polling rate to 125 Hz, however the issue remains. This issue also occurs when using the Wacom pen stylus.
