Photoshop CC 2019: Right / Left Square Bracket keys don't increase / decrease brush size in Select & Mask

PS CC 2019. Enter Select & Mask with or without a selection.  Choose any of the 3 brushes in the tools on the left.  Try to increase or decrease the brush size by using the right or left square bracket keys and nothing happens.  Tried the same scenario in PS CC 2018 and the tools work as expected.

What OS/version are you on? It's working for me on macOS 10.12

Currently on Mac OS 10.13.6.  Getting ready to update to Mohave in the next few days.

Do the bracket keys always not work? or is it intermittent like Joel suggests below?

It does not work at any time with all of the testing I've done.  I've tried it on 2 different Macs both running 10.13.6 with exactly the same behavior.

I'll try to get you more specific info; I have a hunch that it might happen when S&M is called from an action, but the only reason I have to suspect that is because that sometimes causes another anomaly (opacity resets to 50%).

Also, I switch back and forth between two workstations and can't recall if both are affected. I haven't given you much to go on, but I'll note the circumstances next time it happens.

It's intermittent for me, as are the tool shortcuts in Select and Mask; sometimes they stop working. Also on 10.12

Interesting. I'll keep playing around with it to figure out if there's some secret step that triggers it. If you figure out what makes it stop working, let us know.

Jeff, this could have something to do with the corrupted preferences you get from the initial install or the active transform in background thing i mentioned on that other forum...

Could you please check [ and ] are assigned in Edit > Keyboard Shortcuts > Tools > Decrease Brush Size, Increase Brush Size? They might have gotten corrupted while migrating preferences.

Does the shortcuts work with regular Brush tool outside the Select & Mask workspace? Have you tried resetting preference? https://helpx.adobe.com/photoshop/using/preferences.html

Yes, the bracket keys work with the regular Brush Tool.  I moved the Adobe Photoshop CC 2019 Prefs.psp file to a different location, restarted Photoshop and the problem went away.  Looks like a corrupted preferences file.

I am having a consistent problem with both the Right/Left Square brackets not changing the brush size as well as tools not changing when using key commands. This has been a consistent problem for me since CC 2018 and now with CC 2019 (currently on 20.0.1). I have tried removing the "Adobe Photoshop CC 2019 Prefs.psp" file but that has not fixed the issue. 

Are there any other workarounds I should try?

load up notepad and type the square brackets and see if they appear.  I have multiple keyboards installed on my PC (for different languages).  Somehow, the keyboard had switched to one of my alternative keyboards (from English to Vietnamese) and therefore my brackets stopped working and thus my brush change stopped working.  switched the keyboard back to english and it worked again.
