Photoshop CC 2019: Floating windows do not disappear

Question

Floating windows do not disappear when I close the document and remain when photoshop reverts back to its home screen. This is a slight annoyance and blocks buttons, text and files.

Im using Photoshop CC 2019 after uninstalling 2018 with preferences saved.
