Photoshop CC 2018: Stylus dragging instead of drawing, Huion GT 191

When I draw with my stylus, the cursor drags the work area around, instead of drawing. This problem persists only when zoomed in. The brush tool is active and I'm not holding down the ctrl-key. No buttons seem to be jammed. I work with a Huion GT 191 tablet with Photoshop CC 2018. The stylus works fine in Photoshop CS 5.5 and Corel Painter. I reinstalled the huion driver and Photoshop with no results. I have never seen this problem before and in the last months everything was working fine. This issue sort of came out of the blue. I use Windows 10 Pro Version 10.0.16299

Does anyone have a similar problem or solution?

I'm experiencing the same exact problem with my Wacom Citiq 16", so im inclined to believe it's photoshop. Problem is triggered when I zoom in. Pen will start dragging the canvas around like i'm using the Move command, instead of drawing, even though i have the brush tool selected. Windows 10, Photoshop CC

i've done the following and it is still not fixed: 
-reinstalled photoshop
-restarted computer
-restarted tablet 

will continue to update post as I investigate.

Yes we are having the same problem! When you zoom in the pen takes the paper with it ! Not great for drawing. We have a few different Wacom tablets and on windows 10.
