Photoshop CC 2018: Print dialog extremely slow to open/does not respond
Yes, I'm using the latest PS CC 2018 and the most up-to-date Win10.
Adobe Photoshop Version: 19.1.2 20180302.r.277 2018/03/02: 1160083 x64
Operating System: Windows 10 64-bit
Version: 10 or greater 10.0.16299.15
System architecture: Intel CPU Family:6, Model:12, Stepping:2 with MMX, SSE Integer, SSE FP, SSE2, SSE3, SSE4.1, SSE4.2, HyperThreading
Physical processor count: 6
Logical processor count: 12
Processor speed: 3331 MHz
Built-in memory: 24574 MB
Free memory: 10855 MB
Memory available to Photoshop: 21907 MB
Memory used by Photoshop: 70 %
I'm not using the print option in PS very often, but only every 10 days or so. So I don't know exactly with which update this issue was introduced... But about 4 weeks ago, everything worked just fine and since the latest 19.x updates it got screwed somewhere.
What happens?
Open a file, you can edit, create layers, zoom, modify, brush, whatever you want, everything works smoothly. Small files, large files, all kinds of formats (JPEG, TIFF, etc.) no problems.
BUT, as soon as you click on File/Print, the havoc starts!
The mouse cursor becomes slooooooow.... system becomes slow, even a browser window starts to slow down. The Windows Resource Monitor shows about 15-25% CPU utilization, but the Photoshop.exe PID gets a red entry; "Not Responding" After about 15-25 seconds, the Print Dialog window finally appears. But every action in this window, results in another slow/stall behavior of my system. In fact the Print Dialog becomes unusable! Only when I click on 'Cancel', everything is back to normal again.
Done so far to check/verify:
-all other applications work fast and without any issues when printing! Even other Adobe s/w like AI, Acrobat, ID, etc. Also MS Office applications and other graphic software keep on working just fine with their printing dialogs/windows/features.
So it's a specific PS CC 2018 + Print only issue!
-Checked the Event Log files; but there is nothing logged about any PS issues. (?)
-I've even uninstalled PS CC 2018 from my system and cleaned up all remains, including appdata leftovers and all temporary garbage from PS. Reinstalled the latest PS CC 2018 from the CreativeCloud app; left PS CC 2018 with all its standard settings and just tried to print again.
No luck, problem with print dialog from PS CC 2018 is back immediately.
Then I set all my personal settings and performance enhancements within PS CC 2018; no change. GPU acceleration on/off; no difference. Scratch disks on/off/change; no difference.
Even reinstalled all my printer drivers; no difference. But as I mentioned before, ALL OTHER applications do print just fine! Only PS CC 2018 print function is unusable.
When searching for this issue on the www, I found this exact issue:

I am experiencing long delays with the print dialogue on Windows 10 . The dialogue takes up to a minute to open and on changing anything a similar delay is experienced.
This happens from all installed versions of Photoshop (CC2018, CC2017 and CS6) but all other applications print OK.
So far I have tried :
1. Uninstalled and removed the drivers for both printers (both Epson). The Photoshop Print Dialogue was still unresponsive even with only the default Microsoft "printers" showing.
It was also unresponsive to Adobes own Print to PDF printer (I uninstalled Acrobat to remove that as part of testing - to no avail)
2. Reinstalled printers with the latest drivers (but as stated above the dialogue in unresponsive even with the printers and drivers removed)
3.Run the Windows print troubleshooter - no issues found
4.Run sfc /SCANNOW - no problems found
5. Removed file EPAUDF01.AUD which Epson rebuilt
6.Reset preferences
7.Complete reinstallation of Windows 10 and all Photoshop applications.
From discussion on the Photoshop forum others are experiencing the same issue which makes printing impractical from Photoshop.
My system details are : Windows 10 Pro 64 bit (version 1709 build 16299.309) , Photoshop 19.1.2 (but see comment above - this is affecting all installed versions)
I am happy to test any other solutions

I have just some input from a user on the Photoshop forum. Are all those experiencing this using AMD video driver 17.10.2 or later . The user said he could cure the issue by rolling back to an earlier AMD driver but whilst resolving the printing it introduced other screen related issues.
I am using AMD driver 18.2.2.
I am not sure why the GPU driver would affect printing but it may help Adobe locate the problem

Yes, been there, done that, bought the T-shirt. Been complaining about this to AMD for months, for it is THEY who need to fix this.
Roll back to any Radeon driver 17.10.1 or earlier and the hanging behaviour goes away. GREAT! No, unfortunately, my PC runs jerkily on old Radeon drivers. Funnily enough, this all kicked off at around the time of the Windows 10 Fall Creators Update, and, what do you know, Radeon driver 17.10.2's release notes mentions compatibility with said update.
Pah! Compatibility? Is that what they're calling it these days?
If you open Control Panel and find Colour Management, just have a peek at your printer profiles. Ooh, did that take longer than you expected? Hmm. Strange. It's almost like the new Radeon drivers broke Windows' colour management. I wonder which applications use colour management...

I decide to do some exploring why my system is so slow, when entering the Print Dialog of PS CC 2018. I used Microsoft's Process Monitor (from the Sysinternals suite) to see what is going on, when I click on File/Print.
Selected the PID of Photoshop.exe to be captured by Process Monitor. As soon as I click on File/Print, thousands and thousands of entries get generated where as the \Windows\System32\spool (and subdirs) with all its files is extensively scanned/opened. And this behavior continues for over 20 seconds! No idea why this is taking so long, and why Photoshop.exe is doing this?!?
Then I decide to start over again, as regarding to the graphic drivers.
Conclusion (?): use the Microsoft provided driver updates for your graphics card and it works!
Disclaimer: I do not use/play games, so I can't say anything about missing special AMD adrenaline edition driver support...

I've just installed 17.10.1 again, and tested performance. It's much better than the older driver and there's no print delay, so I'm sticking with that for now.
I have had problems with AMD before, so I've recently been keeping screen grabs of the Radeon Setting 'Software' tab. Looking for 22.19.162.4 and 22.19.677.257.
22.19.162.4 shipped with Crimson 17.4.4
22.19.677.257 shipped with Crimson 17.9.3 (the previous version to 17.10.1)
I'm guessing that both are WHQL submitted by AMD to Microsoft.
17.10.1 ships with 22.19.685.0
17.10.2 ships with 23.20.782.0
So, I'd hazard a guess that checking Device Manager and finding AMD driver version 23.x is a sign that you might see this problem.
