Photoshop CC 2018 low performance/slow down/cpu spikes

Hi, I have few issues with Photoshop CC 2018.

1. really low performance when using Artboards. Even moving single shape layer is painful. Converting to "standard" document solves the problem but I like using Artboards for web and app design.

2. low performance with turned on Rulers. Even panning is soo laggy. It seems that old problem is back again.

3. Export as...   often freezes whole system for tens of seconds 

4. I'm getting random CPU spikes in System process when some Adobe application is running. I'm not 100% sure if Adobe software can causing it, but it is happening only when Adobe apps are on. They can run just on background. During that PC is unusable. I figured out when I press Ctrl+Alt+Del to run Task manager current spike is over almost immediately.

I also tried to reinstall whole system but it didn't help.

Can somebody help me to solve these problems?
Have someone else similar problems?

They changed rulers performance. Maybe they added GPU acceleration? I think artboards should be also somehow a bit accelerated with GPU. Are your sure that you GPU is turned on? What are you caches preferences? How many layers you have? Can you send screenshot with all artboards?

Yes, my GPU is definitely turned on:) Photoshop is accelerated by GTX1080 in Advanced mode (all checked except 30 bit display). Cache is set to Web/UI Design.  I would say, that it doesn't depend on layers or artboard count. 
Weird is, that this is sometimes happening even in document with 1 artboard, BUT when I duplicate that document and convert it to normal (no Artboard) document than everything work fine (moving, scaling, type edit, etc.). But still have those CPU spikes and rulers problems.

My GPU sometimes crashes when I remove one from three monitors or when I span Photoshop accros 3 monitors. Then acceleration is turned off without any warning.

Do you have some extra extensions or scripts in "Script Event Manager"?

Yes, I know, I always check if GPU acceleration is enabled. 
It's clean install / no scripts, no extensions

save for web (export for screens) is terribly slow for multilayered files or banners (2-3 meters). laptop with intel hd graphics 520 onboard. if i build ryzen with gpu rx560 will it help?

Save for web was designed for web. Use different save method for print ;-)

I know but i need to send preview jpg/png of large posters to my client that's why i have to use "save for web"

You could try Export > Export As... but people are also complaining here a lot about performance. Or you could duplicate document, change size of document and then use Save As.

I think this is caused by some errors in Node.js integrated in Photoshop. But there is no fix.
