Photoshop CC 2018: How to fix the document opening window size

I used to have a fixed document window size (with tabs) so that my tool panels don't overlap the image.  It was nice and clean.  Any file I opened went into the window as a new tab, sized to view the whole image.  Parts of the image were never obscured by other windows.
The problem is that opening a new image now resizes the document window to full size so part of the image is obscured by the tool panels.  It is a pain in the a*** to minimize the tool panels in order to resize the document window back to an open space on the screen.  Then, a Control 1 or Control 0 again resizes it again to full screen.
I can find no way in Windows Arrange nor  Workspace Preferences to change this most annoying behaviour.
I thought I saved my desired document window size in my Workspaces, but reverting to older workspaces does not fix the problem, nor does saving a new workspace with it resized the way I want.
It drives me crazy because images never open in the screen area I have set aside for images.
Is this a bug related to screen snapping problems people have with zoom re-centering, or am I missing something basic that doesn't seem covered in the documentation on workspaces?  I suspect it is not part of the new bug because it was also happening in CC 2017.

First, make sure you install the most current version (19.1.3) which was released this AM. If that doesn't solve it:

I would post some images but right now the latest update 19.1.3 has wiped out all my custom actions, so I'd rather focus on how to get them back....

Sounds like maybe you reset prefs unloads custom presets/actions. If you saved them to the default location, you can find the path here: https://helpx.adobe.com/photoshop/kb/preference-file-names-locations-photoshop.html

well, it is nice to get a quick reply.  I have found something called Actions Palette.psp dated Apr 21 which is probably when I upgraded.  The reference link doesn't say what to do about it.  Is that the new or the old actions?

Meanwhile, the Actions Palette only has default actions.  If I try to Load Actions it points to the roaming folder, which is empty.  Do my custom actions even exist anymore?

Screen captures below show the problem with fixing the document window, which does not seem any better in 19.1.3.  I want the document window in  the"What I Want" image to remain stable through operations like Control-0 and opening new files.  Somewhere along the line, it used to....

Similar problem here except that every time I open a document the window resizes to the ratio of that document instead of just keeping the window the size I have set it to. Seems to be related to what OP is experiencing. I swear there used to be a setting for this?

I've got a similar problem.  Every time I hit Ctrl+O Photoshop opens in a full screen window.  I've attached a screenshot
