Photoshop CC 2018: Export As not signed

After the photoshop CC 2018..9 (19.1.9) update, when invoking Export As from a layer in the layers panel, i get the following dialog about the extension not being properly signed.

All other extensions seem to work okay and File>Export>Export As also works without error.

Running cc 2018 on mac os x El Capitan 10.11.6

i just updated my CC2018 to that version and it's working fine for me on win10. Might be an osx issue.

I'm only running cc 2018 on this one mac that can't be officially updated past El Capitan.

Don't need any older versions for windows 10.

This can happen files in the Export As directory (path listed in the dialog) are changed by adding or modifying a file in that directory. This was either done intentionally or unintentionally. You can fix it by uninstalling Photoshop deleting anything left in that path and reinstalling.

Unfortunately i tried the unistall, deleting the photoshop cc 2018 app folder, then reinstall
and still get the Export As extension unsigned message.

Then repeated the above and did the steps on this page and still get the Export As extension unsigned message.

This is with photoshop CC 208.1.9 (19.1.9) on mac os x 10.11.6 El Capitan

Also reset the photoshop cc 2018 preferences on each of the above procedures.

Okay so i "rolled back" to photoshop cc 2018.1.8 (19.1.8) and Export As when right clicked from the layers panel works fine. Updated to 19.1.9 and the Export As extension not signed message is back.
