Photoshop CC 2018 19.1.4: Cursor way too big when using a 4k monitor / Windows 10 / 150% scaling

Hello, I'm using a 4k monitor with Windows 10 (Version 1709) and 150% scaling.
Photoshop UI is perfectly scaled but the tool cursors are way too big. 

Here's the pen tool in Photoshop:


And here's the pen tool in Illustrator:


I don't understand why the UI in PS is perfectly scaled but the tools are way too big.

However I think the tools and head up display in Illustrator (as well as InDesign) is a little bit too small but it's much better than these huge cursors in Photoshop.

I tried any kind of "Interface" settings in PS but it seems that they don't even do anything.

unable to open PS.  a solution window poped up which led me to here.  No idea what it is, and how to fix.  please advise.  thank you

I have sent repeated crash reports with my Photoshop CC. 

I had a message saying there was a solution.
Clicked on the link.

It brought me here, no connection to the problem I have.

I'm the same,crash after crash..............then a msg saying there's a solution........bringing me here.......to no solution!!,not good enough Adobe........................  :(

Same issue here... crash after crash.. and the workaround or solution window brought me here. This is frustrating when we have work to do and rely on photoshop to be reliable.

I actually went to Adobe's website and did an online chat,the rep was very helpful,he went into my PC via remote link and sorted the problem (apparently it's a conflict with the windows OS ),back in full working order now :)
