Photoshop CC 2015: Unresponsive, laggy, slow, super laggy scrolling via mouse wheel on Windows
Next Problem!
Since our update to Photoshop CC 2015 we are noticing much more problems:
1. Photoshop is really laggy and unresponsive, especially when we are working with bigger files. We are using HP Z820 Workstations with Quaddro 4000, 32GB Ram, Dual Xeon CPU, fast samsung SSD, win 8.1. GFX drivers are up to date and hardware wise there should be no problem.
2. Scrolling via mouse wheel is impossible, because its so laggy that we should have to wait up to 1 minute until Photoshop stops scrolling.
Help would be nice.
Working this way is really frustrating :/

OS: Windows 10 x64 Pro
CPU: Intel Core i7-6700K
RAM: 32GB DDR4
VGA: nVIDIA GeForce GTX TITAN
SSD: Intel 730 480GB
and I had OP's issue too. I never expected this when I use Photoshop CS6 and CC (the old one).
but somewhat, this is going helpful or not, once I turned off "Use graphics processor" options, I have no single issue.
things that odd is, I have no such problem with lower spec PCs that uses i5 and it's built-in graphic adaptor and AMD Radeon HD7950 graphics card. It's odd. really. because it shouldn't be.

Just go back to 2014 while these people remember how to code while they play with arguably one of the most important pieces of software in computer history.

I told my computer to only use 2 cores instead of all six for Photoshop and it worked. I've read where it also helps on quad systems. The only kicker is that you have to set it each time you run PS. For those interested in trying this, It's called "Setting processor affinity."

There was no difference after changing Advanced settings to basic, reducing the cache size etc in the prefs, rulers & type preview also. No change. At this point I updated to ps 2017 ...and then still no change!
However... at this point I start looking at my file. I switched various layers off and then found an increase in speed and fluidity. I then close this file and open another one, a lot larger at 15GB, turn my preferences settings back to Advanced and then see what the differences are. Everything was back to running as smoothly as before! I simply don't understand why, but it seems that certain layers have something going on that corrupts the system.
What I then did was to create a new file of the same dimensions and copy n paste the content of each individual layer into the new file. So far no more problems.
Machine is a pretty new cylindar Mac Pro, dual Fire Pro gfx cards, 64GB of ram, running Sierra etc. Machine performance in itself not an issue.

Put a layer that contains layerstyles into a group. On top (outside of that group) put an adjustment layer (in my case curves), which you clip to the group. Zoom in and now try to do whatever you want> PS slows down like crazy to the point that you cannot work anymore! My testfile, although rather large (about 9000x6000px), only has 2 layers and is 3,24MB (yes, 3 point twentyfour) and I have more than 27 GB free RAM and a I7 5930 CPU@4ghz (6-core).
