Photoshop CC 2015: Lag issue after spinning mouse in circles (win 7)
First of all, thanks for fixing the Workspace bug. It works as it should
HOWEVER, i did the following: (Windows 7)
-After the new boot up (The "sync stuff" thing, now set to "Do not show again"), the Magic Wand and Paint Bucket tools were reverted back to their default commands ( Quick Selection Tool and Gradient Tool respectively)
-I made the "Magic Wand" and "Paint Bucket" tools to be there again, then Window->Workspace->New Workspace and call it "Final"
-Then go to File-> Exit to make a natural exit
....Go back to the program (Always via a PSD file for the test) and now ONE of the TWO tools are set back to default... If you change that changed tool to your preferences, the next program restart will make the other tool you DIDN'T changed back to it's default setting BUT keeping the last modification you made "there"..
For example, if i change to Magic Wand THEN the Paint Bucket, the next restart would make the PB to be set back to default but the Magic Wand WOULD STAY AS YOUR FAV...If, like before, change the Gradient tool to PB, the MW would be set as QST..
...What's wrong with that now?..I can make a video about it as for proof if you want
---
After this, i've noticed that if you spin your mouse (or pen) around the PSD project, nothing bad would happen (I haven't tried drawing but i will SOON) nothing happens... HOWEVER, open "File" and then start spinning the mouse in circles and you'll notice a tiny lag from sec to sec...New bug or was it there before?

That issue will be addressed in a future update. If you have additional comments or observations not already stated in the authoritative topic, please add them to the thread I linked to above.
We'd need more details on the lag issue. Have you restarted your system since the update? If not, please try that.
If that doesn't help, it may help if we could see your Photoshop System Info. Directions for sharing your system info from Photoshop:

Here's the System Info, as the performance lag seems to be there still even after rebooting the system.
It's a powerful PC though...
