Photoshop: Brush panel settings recorded in Actions

There are a lot of settings in the Brush panel that would be nice to be able to set up custom hotkeys for. So I'm wondering if it would be possible to make Actions record changes made to brush settings in the Brush panel? It sounds like a simple enough thing to implement, but maybe it isn't?

Hello, save the brushes as TOOL presets (1st part of Option Bar) then load them in the action.

Thank you for the reply, but this is kind of what I would like to avoid having to do. I am a digital painter, so I have a lot of different brushes. I would like to be able to toggle on and off settings on these brushes without having to save a version for every possible setting I use on every single brush. I would end up with several dozen, maybe even over a hundred, different tool presets and a lot of clutter in a panel I use a lot and would like to keep tidy. Not to mention there wouldn't be nearly enough available hotkeys for it. :)

Ok, I see what you mean now. There is a need to toggle back and forth between recently used settings in Brushes. But are there modifiers left?
