Photoshop: Brush is undoing what has already been done

Question

When I use the brush tool and paint on a layer, if I go over that same section it undoes the work I have already done.  I am not changing anything and this never used to happen???

What is the blend mode set to for the brush? Try setting it to 'Normal' or try resetting the brush tool: Unexpected results using a tool

Also check that you are using the paint brush, not the history brush (or the eraser).
