Photoshop: Always shows the size in picas, even though in preferences I have it set to show measurements /rulers in inches

When I start a new image file, it always shows the size in picas, even though in preferences I have it set to show measurements /rulers  in inches.
It's driving me nuts.
Is there a fix?

Mine always seems to choose whatever I selected last time. So If I create a new doc in cm it will default to cm next time.

Create a new doc and see it that works for you

Thanks for responding.
My photoshop NEVER uses the last unit of measurements from the previous time, even if the last time I made a new image file was five minutes later. I have NEVER made a file where I set it to be in Picas, either.
Something so small can be maddening. I just finished a job where I had to make a new image file of every letter of the alphabet, so for 24 times, I had to reset it from Picas to inches.
Any other suggestions?

Thank you for getting back to me with your suggestions.The problem persists.
If I copy whatever I'm working on, then do "command N" to create a new file, the screen that pops up to create a new document ALWAYS gives me the the sizes (width and height) for the new document I'm creating in pixels, and I need to change it to inches.
I'm including screenshots of my settings below the new document screenshot.Thank you for whatever help you can offer!

Which version of PS are we looking at - look like an older version. I cannot re-create these issues
