Photoshop: Actions can't find or see jpg files
Running Win 10 Home 64-bit.
Some of my Actions won't work as they can't find the jpg's I'm trying to run them on.
Also when trying to run a Batch process of an Action, the jpg's can't be seen in the source folder.

Was there a version of Photoshop where this worked?
Are you trying to run an action on a group of images that are not open in Photoshop?

I ran into a similar issue and wonder if my solution may be of assistance. I am running the same specs. I was using the most current JAN2019 edition of Photoshop, experienced the issue, then updated to 20.0.2
If I understand you issue, here's the steps you and I *would* have previously done to run a batch process.
File > Scripts > Image processor > [select images & select action] > run......and it would create a new folder of JPEGs where you told it to.
I think Adobe has streamlined these by eliminating steps. Instead of opening the folder and selecting the images to have the custom action ran, I backed up in the file path and didn't open the folder, just selecting the folder I knew the JPEGs existed in. I was then able to successfully run the script.
I hope this is the issue and helps. If so, Adobe was attempting the streamline the workflow by removing a step.
