Photoshop 2020 Scrubby Zoom not working

I've just installed Photoshop 2020, but can't seem to get scrubby zoom (animated zoom) to work. I've checked all the usual option boxes in preferences, like 'animated zoom', 'use advanced graphics processor settings>use open CL'. The zoom in/zoom out options under view is still giving me stiff zooms. Is there something I'm forgetting/missing?

Zoom in / Zoom out
Photoshop

For Windows
Press and hold the CTRL key and then tap the + ( Zoom in ) CTRL - ( Zoom out )

For Mac  
Press and hold the Command key and then tap the + ( Zoom in ) Cmd - ( Zoom out )

I know these are the zoom shortcuts, and zoom itself is working, but the scrubby/animated zoom is not. Zooming in and out just cuts to the larger/smaller view, instead of animating. I know this isn't technically affecting my workflow, but I'ved worked with animated zoom for so long that not having the animation is making me nauseous.

Are you actually using Scrubby Zoom by clicking and dragging with the zoom tool? Or are you hitting Ctrl + or Ctrl - to zoom in and out. It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help > System Info...and copy/paste the text in a reply.

I am using the zoom in and out shortcuts, (ctrl+ and ctrl-) I've used these keys for the past 5-6 years' versions of Photoshops without issue with scrubby zoom, not sure why its not working in 2020. Currently at work, but I will post the system info when I get home tonight.
