Howdy Robert,

What OS are you running on?  And how are you Placing the images?  When I try this, I'm not seeing a problem.  I'd like to understand your process better.

I'm running OS 10.14.5. I can't reposition the image other than changing it on the canvas.

Yeah, not seeing a problem.  I'm also on Mac.  Here are my steps:

1) launch PS
2) open first image
3) click File > Place Embedded
4) choose another, smaller image and click Ok
5) move the placed image all around via the Move tool

Can you click the green circle in the upper left of the Photoshop window (red, yellow, green buttons next to one another) to resize it to your screen?
