Photoshop 2018: No default keyboard shortcuts

OS Mac 10.13.4  MacBook Pro

After upgrading Photoshop CC from v 19.0 to 19.1, there were no functioning default keyboard shortcuts.  I uninstalled and was able to reinstall v. 19.0.  I'm still using that version and waiting. That was March 22, 2018.  
I have approx. 6 support cases on the matter and am starting to think you all have a work around to this run around I'm in.  

Here is text from a case support email yesterday:
'I am sorry for the previous email sent by us. Please ignore it. The issue you are facing is already escalated to the Development team of Photoshop, they are working really hard to get this issue resolved as soon as possible. We will send you a notification when your issue gets resolved. This would definitely take some time. It may around 20-25 days or may be more than 25 days.'

I have only ever used the default shortcuts - for 20 years.  I'm starting to think this support message doesn't make sense.  Does anyone know a workaround enabling me to update to the latest versions and also have the basic keyboard functions and continue working with Photoshop again?

There are a lot of smart folks on this forum.  Thanks!!!

Howdy,

So, I'm on the development team and keyboard shortcuts are my area, but I haven't heard of any problems or bugs with the default shortcuts in 19.1.  What exactly are you encountering?

Between writing the previous sentence and this one, I switched over to my 10.13.4 install of the GM and tried to play with shortcuts.  I'm not seeing any problems at all.  I'm wondering if something on your system is triggering this.  What kind of keyboard and mouse are you using?  Are you also using a tablet?  Which one?

I'm happy to help you get to the bottom of this problem, but I think it's more complicated than just the shortcuts don't work.

Long shot, but maybe try downloading the default keyboard settings files from here and see if that resets it?

Download, unzip, double-click the .kys file...

Thank you David and Max.  Yikes.  David, I can't tell you how relieved I am to see your reply.  

I am only using the built in keyboard and trackpad on the MacBook Pro.  I believe I tried a wireless mouse in March without success.
The laptop is older - MacBook Pro (13-inch, Mid 2012) 
I am not using any mobile version of Lightroom or Photoshop or an iPad with the programs.
I have been using PS CC v. 19 since March 22.  All the keyboard functions work as usual.

What if I run the disk utility on the laptop then install update 19.1.2?  Or should I work up from the next upgrade v. 19.1, etc. then report to you what I experience?

Success!  Updated to latest version of PS CC and with a brief test have full use of keyboard functions.  Don't know what to say about the 'support' I was getting....
