New feature wizard
So you have this bright idea to make a bunch of UI changes, but then people are just confused. New compositing engine and blend mode behavior, new Undo shortcuts, new transform behavior- and you don't tell anyone when they launch the new version.
How about adding a "new feature wizard" (as much as I hate that Windows paradigm) that will walk a user through the new features and ask if they should be enabled or disabled? I don't really want the new Undo behavior as I was used to what we had, the new blend mode previews and compositing is buggy/crashy and I could d without it, and I didn't need transform scaling changed. I would have been fine disabling ALL of those changes on first launch.
And really this applies to everything, not just Photoshop. Didn't you learn ANYTHING from the Lightroom importing UI debacle?

And I'm over 60 ...
www.adobe.com and go over the various software to know the new features and change or improvements

And, it’s pretty easy to miss the what’s new banner at the bottom of the Start screen.

None of that changes the need for a setup screen/wizard/assistant to set or override changes to long-held settings. I don't appreciate having to dig through Preferences on four different computers where I use Photoshop, Bridge, and Lightroom.
Oh and I have the Start screen turned off.

Would also be nice if incorporated with an interactive tutorial wizard that steps you through completely new features.
As I get older, the scope of my work becomes more of the same and refining what I know. However, newer features tend to get away from me.
I either don't have the time to go thru tools I don't use, or need to be smacked in the face with them.
I think it's important to be aware and familiar with new tools, even if you don't use them - in case you find yourself at a new job.
I understand it's more of a luxury and not a neccesity. I know I can find videos of these things online, but would be nice if these opened up right in my face and I could choose to follow a tut, if I had a few minutes to spare + I learn better if it's interactive rather than a video.
