New canvas, and floating documents not rendering correctly with 'Use Graphics Processor'

I'm experiencing a bug whenever I have 'Use Graphics Processor' enabled. 

On any new canvas the application renders with a block of whitespace, and resizing in floating document mode pushes the canvas out of the viewport.

I've tried systematically unchecking each box, and tried each level of Drawing Mode.  I've tried changing cache levels, reinstalling photoshop, resetting preferences, updating graphics drivers, changing monitors, and nothing fixes it.

Graphics card is GeForce GTX 980 Ti.
