Lighting Effects Filter freezing

Every time I use the above filter, the effect will stop.  Meaning I am able to manipulate the size and sliders, but the changes are no longer applied to image.  It is not consistent at which point it freezes.  It is not "if" it will happen again, only "when" it will happen.
