"Export As" bug - "Image is empty" after previous export

1. Have an image that's somewhat large.
2. "Export As" the image and change the pixel size to something very small, about 5-10% of the original.
3. After export, scale your image to the same size that you exported it as in step 2.
4. "Export As" the image, and see the bug.
What seems to be happening is the "Export As" dialog is trying to remember the % scale as the previous export, and apply it, but it must be resulting in a size of 0 width, 0 height, resulting in the "Image is empty" error, and giving you no opportunity to change the scaling options.
