Consistency please - Photoshop and Illustrator should handle identical features in the same way

A lot of people complain about the new Photoshop behaviour of constraining aspect while scaling without pressing shift. (it used to be unconstrained, unless shift is pressed) I think it wouldn't be a problem, if this behaviour was rolled out througout all CC apps. Then it's easy to get used to. But why is Photoshop making an exception?
It just showed some affection by adding 'normal' undo behavior, but now the next strange decision is made.

Please let tools that are identical througout the 'suite' work identical - Layers / Contextual Menu's / Scaling / Rotating, Type etc.
