Click and hold no longer opens fly-out tool menu

Normally to change tools in Photoshop, I use shortcuts, but sometimes I need the fly-out menus because I forget the shortcuts or they're hard to reach while using a tablet. Lately, though, click-holding no longer opens the fly-out menu on the 2017 iMac at my work; it still does on my home PC, though. For a while, nothing worked to open the fly-outs, but now, right-clicking functions the way that click-holding used to. I can't find anything in the preferences that would introduce this behavior. I know I can use shift + shortcut to cycle tools, but sometimes the fly-out menu is easier.
I'm using a wired Logitech G502 mouse - the same model on both the iMac and PC. I do have a Cintiq plugged into the iMac, but unplugging it does not fix the issue. Restarting the system or clearing the preferences or settings doesn't fix the issue either.

Photoshop isn't supporting 32 bit. Only 64 bit now. Mine is a 32 bit and I am having issues as well. Not sure this applies to you tho. Just thought I'd see if this was why you could be having trouble.
