Changing artboard size doesn't change document's size

I've (just) had this issue that I was given a 728 x 90 web banner to work with, and needed the 1000x250 version.

It was set as "Artboards", although, only one artboard there, so I just tried to change the artboard size.

And then anything on my document stayed cropped. I'm quite aware of things with Ps, but it took me a while to figure out the Artboard HAD been resized, while the document itself HAD NOT.

I tried with a brand new document, set as web first, and resizing at the artboard level worked as expected, no need to change the document size afterwards.

There is an auto-resize canvas setting for artboards that is craftily hidden in the Artboard Tool toolbar behind a little gear icon. This is a per-document setting, like print settings so it is saved in your file, but not globally.
