Change Menu Text Fonts and Invert Fonts & Background in Dropdown Menus

The menu dropdown fonts cannot be changed and I needed to change all my font sizes in Windows Pro 10 to change the font size in PS.  So, should be able to change fonts, their sizes in PS and invert the font and background within the dropdown menus
