CC 2018: order in which keys are pressed for hotkey

When you need Save for web (legacy) in former versions of Photoshop you could press Ctrl + shift + alt + S in whatever order you want. But from 2018 there seems to be a strange problem with the order in which they're pressed.

The menu states the following: Alt+shift+ctrl+s. But that order isn't working. You have to press the shift and ctrl BEFORE alt, or it won't work. I feel like the order shouldn't matter, the combination should always work, like it did in previous versions.

Yes. it's no doubt related to the, "fill layer with foreground color, alt+backspace," glitch which they are working on.
