Art board resize handles aren't visible (19.0.1)

The art board handles aren't visible when I try to resize the art board. 
I've tried selecting the art board by clicking on the name on the stage or in the layer panel.
I've also tried resizing the art board while using the move tool, art board tool and cropping tool.

Resizing works, but its really difficult to aim towards the center point of a large art board without any visible handles.

Edit: resize handles are visible during the resizing. They disappear when I stop resizing.
