"Add Shortcut" button in Keyboard Shortcuts bug in Photoshop CC2019

I assign sometimes several hotkeys to one command and I noticed that in both Mac and Windows version of PS CC2019 (version 20.0.2) "Add Shortcut" command is broken. It completely removes the second Menu list in the list of menus (File on Mac and Edit on Windows) when I try to use it. 

Here's a comparison. CC2018, I add a second shortcut to Open command: there's a new row with a field for a command


Here's CC2019 (Windows). Note how the input field appears on top of the list and Edit menu disappears completely when I close the File list.
