@JJMack Mac or WIn?  If Win, are you using WinTab or Win Ink?

Can confirm this – sometimes it (surprisingly) works when hitting spacebar a few times more. but most of the times not. most annoying when working with the polygon lasso doing a quick selection trying to reach something outside the current view.
mac with tablet here.

Windows 10 PS 21.2.3

With WinTab The  Lasso Tool Panning with Spacebar  is broken with Pen and Mouse. The Lasso cursor does not change the lasso tool stays active.

With INK  The Lasso Tool Panning with the spacebar will work using a Mouse. With the pen, the lasso cursor will change from the Lasso cursor to the Hand cursor However the Image can not be panned with the pen when INK is being used.

Note: With WinTab it is also broken in CC 2019.  In CC 2018 works correctly with Wintab.  I did not test INK in CC 2019 or CC 2018.

I just tested INK in CC 2018 and CC 2019 with the Lasso tool.  CC 2018 seems good with INK.

However, CC 2019 has Problems with the lasso tool. While the tool works with INK there a lag with INK and the cursor seems offset from its point on the canvas Pen or Mouse used.  WinTab tracking seems good and there is no lag. However, Panning does not work with the Pen.   I have always used Wintab with Photoshop for I still have CS6 and CS3 installed.  WinTab has always been a. better option to use.

I reported this same issue a couple of weeks ago and never got a response. I can't use the panning feature on Mac PS 21.2.3 either—it freezes up and this happens with the mouse and the tablet. After losing work several times from having to restart, I've had to go back to PS 20.0.10. Very annoying!

Been having the same issues for a few updates so far. I'd only noticed it after starting work at home and using the newer versions come to think of it.

Panning, zoom, lasso, select are all affected by the same bug I think? Kind of feels like a set of random flicks and clicks. Not sure what triggers it, restarting fixes it for a little bit but it's back soon thereafter.

It's ok when working on smaller files where save and restart can be relatively quick, but when working on large files it's a real pain and makes it nearly unusable.

agree, very annoying. and yes it has been there for a couple of 12.x-versions, appearing quite often.
