Is it possible to avoid compression when PS Express on Windows 8 saves an image?
There doesn't seem to be an option available in Photoshop Express for Windows 8 to be able to adjust the degree of file compression when an image is saved.
Ideally, I want to be able to save a JPEG at 100% quality (as I can with other photo editors).

Photoshop Express saves your photos at a reasonably high quality.
Did you observe a noticeable difference in what you expected versus the quality at which your photo was saved?

While some users may prefer lower file sizes owing to the lower storage capacities on tablets whereas it may not be the case for PC users.
You may want to try out Revel from PSX. No matter how may times you apply edits it always does that on your original image. Saves you from the round tripping compression artefacts.
