Why doesn't Photoshop elements (2019) support JFIF files ?

Most other photo apps support it and it is the default for Whatsapp downloads.
Just get "Wrong kind of document" message

There are two variations of JPEG (JPEG/EXIF and JPEG/JFIF) and almost every editor recognizes both, the main difference is headers which is pretty minor. I'm guessing there is some other problem on your computer.

No I have no problem on my Windows 10 PC
Picture manager, paint, viewer etc can all open
these photos downloaded from WhatsApp,
It’s only elements 2019 that says they’re the wrong kind of document.

I am pretty sure the issue is the same in previous Elements versions.
Yes, the problem is in the header, and it does not only appear with WhatsApp, it also appeared on photos from Facebook.
The known workaround is to open the files in the compatible softwares you are quoting and to save them without change in the same apps.

Yes, just embarrassing that free software can read them but expensive adobe software can’t
