Just to re-iterate the request - You want Revel to have only the latest (edited) version while Elements to have all the versions. Am I correct in my understanding?
If so, this is not possible in PSE12. To access this feature you need to update PSE12 to PSE12.1 (free update). Within PSE12.1, open Edit->Preferences->Adobe Revel->Revel Deletion. Adjacent to Revel deletion there is a flyout which contains several options.
What you need to do is:
1. In Elements set the above mentioned preference to 'Files are retained in the catalog'.
2. Now from Revel you need to delete all the older versions of a file (which you don't want to see in Revel but want to retain in Elements).
After some time when syncing is done, you will get the desired result. Please let me know if it is not working for you.

Here's how to replicate:
- Take 2 pictures, stack them
- Edit the top picture, so now you have an edited version set, on top of a stack
- There are 3 pictures total
- All 3 show in the Revel album
- After deleting the bottom 2 pictures, all 3 delete from the mobile album
Honestly, the extra pictures should not have even uploaded. That's the whole concept of Version Sets and Stacks; the extra photos stay hidden with the best one remaining on top.

- Rate 5 stars for the top picture
- Rate no stars for pictures below (stack or version set)
This way you can keep them straight.
- Remove the top photo from Version Set
- Remove the top photo from Stack
Now your 5 star photo is standing alone (with versions and stacks next to it)
Drag the 5 star photo to your mobile album and it works; although still this is not a good solution.

Are the steps suggested by me not working?
Just re-iterating the steps in detail:
Scenario: Lets say you have a JPEG file in a mobile album. Now you edited this file and hence both Organizer and Revel shows two files: original and edited. You want Revel to show only latest file and Organizer to retain both files.
Steps:
1. Sign in to Revel and create a test mobile album with single media. Edit it to have two files on both Revel and in Organizer.
2. Open Edit->Preferences->Adobe Revel and select 'Your files are not deleted from your local catalog' option under 'Deletions'.
3. Now delete the original file from 'Revel' client (say web client).
Let me know if your issue is not solved by these steps.

Unfortunately it does not work. If I do step 1 and 2 on my local computer, then open the album with my Iphone on revel, delete the original, not adjusted foto, all versions disapear after syncing (exatly as mark descibes).
What does work is the suggestion of Andaleeb (in mobile album on local computer): You may expand the version set and select all (but top of version set) files, right click > Remove from Revel. This would mean the files will become local to EO catalog and only top of the version set would be available on Revel.
This is a solution, but a complicated one. Why is there not just an option in Photoshop "Show only last versions", that exactly does, what we have now do do for all adjusted fotos (open stack, right click, remove from Revel)?

Surendra, would you be able to open a defect for this to be fixed in a future release? The top-of-stack should only display on Revel by default. Thanks.

The rationale behind this behavior was to retain the original files in case of unintentional change. That is, let say if you edited an image and later you realized that it is not the final edited image you want or if you want to apply more edits. In that case, you would need the original file. In case we allow only edits (and not original) to sync on Revel then it may result in image loss which is a grave concern.
So to avoid this issue, we designed the feature to sync both Original and Edited on Revel. Also easier workaround (either do 'Remove from Revel' or 'Allow Organizer to not sync Revel deletions and delete original from Revel client), is very simple to follow to achieve the desired.
Given above facts, we are not considering to change this behavior.
