Photoshop Elements: How do I move a place tag?
Greetings,
I have already tried asking this in the other forum.
I would like to sort my place tags into a geographical hierarchy (country > province > city). I have installed version 2018 and upgraded the version 15 catalog, but now have duplicate cities:

How can I move a place tag? When I try to drag it to another city, it doesn't allow me to drop it.
I have already changed all sorting options in Edit > Preferences > "Keyword Tags and Albums" to Manual.
I see someone asked a similar question for a previous version, but I was hoping this had been fixed for 2018.

Looking at the Place tag for Jasper, it seems that they point to the same location. Maybe PSE2018 uses slight different GPS lookup tables for geographical locations.
As the two tags are located one above the other, the inconvenience is small.......

I have also tried Edit > Preferences > "Keyword Tags and Albums" > Alphabetical. The order changes, but the order is not alphabetical.
