Photoshop Elements: Healing tool brush is not a circle (when it should be)

I have got PSE 8.0 and have been using it successfully for neartly 2 years on a 32-bit Windows 7 PC. This PC recently "died" and I replaced if with a 64-bit Windows 7 PC. I reinstalled PSE 8.0 from my original issue disk. The problem I have on the new system is that the brush for the Healing Tool does not appear as a circle. For a very low pixel size (e.g. 19px) and for very large sizes (e.g. 350px +) it is a circle but for values inbetween it appears as an arc or sometimes 2 crossed arcs. Clicking using these arcs still does the healing but it is very hard to see the edges of the brush so reuslts can be very wrong with strong contrasts leaking into the heal area
