Elements: "program error" opening a file saved in create section (photo book, greeting card, photo collage & photo calendar)

I am getting the message "could not complete your request because of a program error" in my adobe photoshop elements 14 every time I try to open a file that was saved in the create section like the photo book, greeting card, photo collage & photo calendar. I'm not sure what is going on it has worked in the past & I really need to make a photo book.
